Joint Country Entry Study

Morocco is approaching absolute water scarcity in 2030. This will impact agriculture which employs 25% of the population and constitutes 15% of GDP.

The UK Government's Just Transitions for Water Security (JTWS) aims to support better water management in the face of climate change.

In February to March 2025, JTWS engaged with government officials, academics and agricultural stakeholders in Morocco, forming the basis to launch support from the three complementary initiatives that make up JTWS in February 2026.

  • A tool and diagnostic guide which supports the understanding and enhancement of water resilience in national climate plans.

  • Launched at COP26, FWF is a partnership between government, the private sector, financial institutions and civil society that aims to 'harness the power of trade, enterprise, and communities, to help deliver sustainable water and sanitation for all by 2030'.

  • Facilitates the creation of bankable water projects and investments. RWA are active in Nigeria and Bangladesh.

    • Support Morocco to establish an entity (Ministry or crossMinisterial body) that has stewardship of the water system and establish processes for engagement with other Ministries

    • Support Morocco to align water, agriculture and climate policy at national and regional level

    • Develop a framework for Morocco to assess the environmental, social and economic impacts of large water project

    • Undertake an assessment of water resource availability and water use across Morocco

    • Engage with supermarkets, agribusinesses, and export buyers to establish sustainable water use targets and requirements Support Moroccan certification systems to include water footprint transparency.

    • Advocate for fair water use in international agreements

    • Establish a framework for catchment stewardship schemes

    • Develop innovative financial mechanisms to attract private sector investment in water security.

    • Work with banks, donors, and financial institutions to design bankable water projects that ensure long-term sustainability.

    • Establish a Water Investment Taskforce to align funding priorities and streamline access to international climate finance.
